In response to new permit conditions associated with a new landfill expansion, Gannett Fleming developed an integrated landfill management system for a city in Pennsylvania. Separate permit conditions required the city to manage several systems separately: groundwater remediation, leachate generation, gas collection, gas monitoring, gas flare operations, and on-site weather conditions. Often these systems require significant hours of manual operation. A modern process control system, combined with user friendly software programs designed to work on a personal computer, has provided the city with real-time monitoring and control by a single operator. A central component of this automated system was the system control and data management capabilities for a 13 well groundwater pump and treat system. Performance monitoring of portions of the groundwater containment is continuous and accomplished through a centralized computer interface. Automated system control and data management reduces the human influences required to maintain a constant hydrodynamic barrier. Groundwater remediation data is combined with other site monitoring data, including well water levels, water chemistry data, tonnage reports, and operational data, to fulfill permit reporting requirements for performance.
