In 1989, a southeastern Pennsylvania county, and its participating municipalities, developed an integrated solid waste system which consists of a 1,200-per-day resource recovery facility and two 600 tpd transfer stations. The system was developed to equalize transportation costs in all parts of the solid waste district. In 1998, Gannett Fleming prepared specifications for the privatization of the solid waste transfer stations. This procurement included a service agreement that provided for the operation and maintenance of the transfer stations and transfer hauling of solid waste in accordance with existing solid waste permits. A private firm was awarded the performance-based contract, which ran for a minimum of three years and a maximum of five years and has been renewed twice since. Private operation is saving the client approximately $130,000 per year.
