Project Development, Design, and Construction Oversight

Gannett Fleming prepared a Request for Proposal and provided assistance during negotiation of a 20-year contract for financing, design, construction and operation of a 1,200 tpd resource recovery facility. Our Consulting Engineer's Feasibility Report supported the financing of $107 million of revenue bonds. Gannett Fleming performed design oversight, monitored the construction, reviewed payment requests, performed QA\QC for the initial and final performance tests, and recommended acceptance of the facility. From the start of commercial operations in 1992, Gannett Fleming continues to perform oversight activities authorized by the Service Agreement.
